Chief Quality Officer Senior Physician

GENERAL SUMMARY

Olive View – UCLA Medical Center (OVMC), a 337-bed public teaching hospital affiliated with the David Geffen School of Medicine at UCLA, is seeking a physician to serve as the hospital’s Chief Quality Officer, reporting directly to the Chief Medical Officer.

DUTIES AND RESPONSIBILITIES 

In collaboration with hospital staff, clinical leadership, executive leadership and DHS leaders, the Chief Quality Officer will be responsible for the following:

SAFETY AND QUALITY 

*Use LEAN principles to work across all hospital and outpatient workstreams to align and manage the quality and safety infrastructure at Olive View-UCLA Medical Center (OVMC) in pursuit of our True North objectives
*Develop, implement and communicate a progressive, strategic and sustainable approach to quality and safety with the vision of continuous improvement by local, front-line team members.
*Establish targets and priorities for continuous improvement, quality and safety metrics, including regular monitoring of external agency (CMS, Joint Commission, payers and others) expectations.
*Continuously monitor the performance of OVMC vs. established targets, calling out and intervening upon variances in a timely and effective manner.
*In collaboration with the patient safety and risk departments, participate in the adverse event process including event reporting, disclosure, Root Cause Analysis, action plan development and ongoing monitoring to ensure effectiveness of countermeasures.  Work with clinical and administrative leadership at the hospital to implement risk reduction strategies, and to ensure all of OVMC is aware and develops/adopts local countermeasures in response to all serious safety events, regardless of location of occurrence.
*Establish systems for collecting, analyzing and acting upon variance reports submitted by hospital.
*Provide education and coaching in quality, patient safety and performance improvement to all relevant parties throughout the OVMC organization
*Support the accreditation activities of OVMC via provision of data and performance improvement assistance.
*Provide regular reports and education related to quality/safety to the Patient Care and Quality Committee and Governing Body.
*Collaborate with IT (and direct resources when needed) and Clinical Informatics to effectively optimize and leverage the ORCHID system as a vital tool for improvement in quality, safety and clinical effectiveness.
*Establish the department as a resource to other Departments and Divisions to help drive organizational performance along True North and other quality metrics
*Strongly support and advocate for the tenets of a Just Culture to ensure a strong safety culture.
*Partner and support the ongoing efforts in Employee Safety, including developing data sharing and reporting metrics working with OVMC occupational health and workman’s compensation system.
*Partner with our patient experience officer to trend Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) as well as Clinical and Group Survey (CG CAHPS).  Develop strategic interventions to address shortfalls as appropriate.

CLINICAL EFFECTIVENESS 

*Serve as system lead for identifying, benchmarking, measuring and distributing actionable quality, safety, service, and efficiency metrics for inpatient, outpatient and other care settings with the goal of providing the highest “value” as measured by patients and the community.
*Identify via data analysis/benchmarking and assist local and system leadership in removing unwanted variation in care.  Coach local teams to learn the skills of continuous improvement.  Import, as needed, new ideas and best practices, and monitor their local application.
*Develop a system approach to Infection Prevention and Control, including standardization of external infection rate reporting and improvement, as needed, of infection metrics.
*Serve as a resource to Utilization Management to assist with linkages between quality/safety/clinical effectiveness and management of length of stay, care transitions, readmissions, utilization and payer issues affecting quality and safety.

CLINICAL DECISION SUPPORT / DATA ACQUISITION & ANALYSIS 

*Develop dashboards to succinctly communicate performance of OVMC and areas needing improvement.  *Monitor and improve programs.
*Develop and supervise the data acquisition activities related to quality, safety, infection prevention and clinical effectiveness including chart abstraction, quality improvement collaboratives and related activities.
*Oversee the production of clinical data from all source systems to ensure alignment with OVMC strategic goals, data accuracy, prioritization of requests and correct clinical interpretation.
*Provide regular reports of quality, safety, infection prevention and service metrics to key stakeholders.
*Maintain (including directing the needed IT resources) and operate benchmarking databases suitable for evaluating the performance of each division against appropriate peer groups.
*Support the work of hospital staff and leaders by providing regular monitoring of performance, and actionable information to assist with continuous improvement.
*Provide clinical data and analysis to support Credentialing functions including OPPE/FPPE.
*Provide data and analysis to support Patient Satisfaction initiatives.
*Collect, analyze and report on Safety Culture to facilitate local improvement initiatives.

MEDICAL EDUCATION 

*Align medical student, resident and fellow QI efforts in pursuit of hospital-wide True North goals.
*Provide education for Medical Students, Residents and Fellows in continuous improvement, quality and safety.
*Facilitate participation in improvement work by medical students, Residents and Fellows.
Collaborate with Graduate Medical Education on C.L.E.R. requirements related to quality and safety.

DESIREABLE QUALIFICATIONS: 

-Graduate of an accredited School of Medicine or Osteopathy
-3-10 years in clinical practice and operations
-Effective communicator
-Prior leadership experience
-Prior experience with Patient Safety and Quality Improvement programs
-Board certified
